Waqf is an Islamic financial mechanism that can improve the quality of system. The banking system's operation using waqf practices such as creating banks (WB) contribute to development and economic However, until now, Malaysia still does not have a WB. In line with this, main objective this study propose model focuses on how develop new WB Operational Structural model, which has be in shariah law. This qualitative exploratory design. involved collection primary secondary data. Primary data were obtained through face-to-face interviews semi-structured questions institutions executives, bank managers, Muslim scholars indicate operational structure development.
